The recently enacted Coronavirus Aid, Relief, and Economic Security Act (CARES Act) established the Paycheck Protection Program (PPP) which is designed to loan money to small businesses and nonprofit organizations to help them maintain their payroll and operations. A key facet of this program is the possibility of the PPP loans being forgiven on a tax-free basis. Since its implementation, the program’s rules have changed on almost a daily basis as the SBA and Treasury announce new guidance to keep up with legislative changes.
